possible UTI?

I had the symptoms of a UTI (surapubic cramps, frequent urination but not urinating very much, and a constant irritated bladder and urethra) so I went to the doctors. A dipstick was used which changed colour really strongly so I was given a course of Nitrofurantoin however my urine sample wasn't sent for a culture. After finishing the week's course of antibiotics my symptoms feel better but haven't gone completely. I went back to the doctors and a dipstick showed negative. A urine culture was done which showed "normal". Another sample was taken to the doctors and a dipstick only changed slightly so a culture was done. The results said "abnormal cells" but they asked it to be repeated. The repeated test results showed "normal". My symptoms are now only VERY mild and only limited to my urethra but still haven't gone properly. Is it possible to have an infection with "normal" bacteria? Especially since I've already been treated with antibiotics? Are there any other explanations for a "normal" urine culture? I do not have an STD as I am not sexually active.
